In short: The city of Almalexia is going to be one of the last steps of the project, so there are no finalized plans as of yet. We are going to completely reimplement Tribunal content when we get to that point. In detail: We have not yet decided what form our revision of Almalexia will take. The current implementation looks and feels big, but it is rife with problems. One of the problems of Almalexia is the Mournhold as depicted in Tribunal, which makes little sense: while often thought to be a "forbidden city", it is instead shown as a suburb filled with outlanders, the temple of the goddess Almalexia is shoved in one corner with the palace of the Imperial king in the center, and there is no sign of Great House Indoril - which is supposedly dominant in the region.

Almalexia is one of the three Tribunal immortals, who resides in Mournhold , rarely leaving her High Temple. Almalexia appears as "alm" in Almsivi. She seems to be taking her decline of power due to being deprived of the Heart of Lorkhan rather poorly, and according to Galsa Andrano , Almalexia has become more cold and distant. Galsa worries for the goddess, as the Tribunal hasn't walked among the people for the last 50 years. Almalexia's homilies contain lessons of compassion and wisdom, but her sermons as of late are more focused on destroying the wicked, punishing the foolish, and rewarding the unquestioning faithful. Almalexia is suspicious of King Hlaalu Helseth , but he isn't currently her priority. Almalexia is a Chimer goddess and a member of the Tribunal. She is a prominent member of the Ebonheart Pact and has some degree of influence in the decisions it makes. She primarily appears in Deshaan , which features Mournhold , capital of the Ebonheart Pact. She was once the mortal wife of Indoril Nerevar , until their marriage ended after his death at the Battle of Red Mountain. Since then, the Tribunal as they were now called became the living gods of the Dunmer people, using their godlike powers to aid them in times of chaos and strife. Her public image is that of a kind and nurturing mother who offers council to the Dunmer people, and leads them along with her fellow Tribunal in times of war, often seen as the more popular of the three.

It began with the War of the First Council after the Chimer uncovered a plot by the Dwemer sorcerer-architect Kagrenac to use the Heart of Lorkhan to construct the Numidium , a giant construct and a mockery of the Daedra and the Chimer faith and way of life. War ensued between the two races. Indoril Nerevar , leader of the Chimer, and Dumac Dwarfking , leader of the Dwemer, faced off in battle and were both seriously injured. Dumac is assumed to have died at the location, and Kagrenac disappeared along with the rest of the Dwemer when he used his tools on the Heart. Nerevar lived for a short time and sought out the counsel of his advisors Vivec, Almalexia and Sotha Sil, about what should be done with the Heart and Kagrenac's Tools. He left his close friend Dagoth Ur to guard the tools while he was gone.
