Unless someone from DE tells us without a doubt this things works like this than I dont think we'll ever know for a certainty. The wiki is helpful here. Rank 5 Arcane Avenger adds 45 percentage points to a weapon's critical chance after other bonuses. Arcane Avenger stacks additively with other percentage point bonuses, such as Covenant and Cat's Eye. I'm not totally sure what you're saying. But yes, crit chance mods can still be beneficial even with the Avenger buff active. See the example above that the wiki gave for the Atterax:.
