In his earliest stories, Black Lightning is depicted as a schoolteacher from the crime-ridden Suicide Slum area of Metropolis who acquires electrical superpowers from a technologically advanced power belt that he puts to use to clean up crime in his neighborhood, black lightning villains. Cheshire is one of the deadliest assassins in the DC universe. She is an expert in both martial arts and the use of poisons.

Now that Crisis on Infinite Earths has established a new multiverse with the Arrowverse shows now inhabiting the universe known as Earth-Prime, shows like Black Lightning are now sharing the universe with The Flash, Supergirl and Batwoman. While not living any longer prior to Crisis , the Post- Crisis world could see her come back to life, and begin interacting with the larger Arrowverse world. This would make her a formidable opponent for Jefferson to face, especially as the Outsiders team possibly continues to grow. Not only the name of a terrorist organization and cult, but the name of the cult leader himself, Kobra is a powerful threat. The villain is one of a set of twin brothers named Ishmael who was hired by Tobias Whale. Tobias hired Ishmael to shapeshift into the vigilante Gangbuster and take out the leader of a gang during a gang peace summit, leading to chaos for the villain Tobias Whale to profit from.
This week, DC fans have been treated to a few new hints at what's to come in the latest CW superhero show: Black Lightning. The series, which was picked up by the CW after being turned down by Fox, will focus on retired superhero Jefferson Pierce Cress Williams , who now makes a difference as the principal of a local high school. He's drawn back into the superhero game thanks to his daughters and the increasing activity of the gang, including the recruitment of one of Jefferson's star students. Up until recently, this has been pretty much all the info released about the show, along with a straightforward synopsis and a teaser trailer that keep the emphasis on Black Lightning's return to the superhero game. Now, thanks to the executive producers' appearance at the ATX Television Festival in Austin, a few more details about the upcoming show have emerged. Showrunner Salim Akil revealed that he would love to see fan-favorite Static Shock appear on the show at some point in the future, but that's not the only character news that came out of the festival appearance.

Black Lightning features one of the most formidable foes in Tobias Whale. While Jefferson has dedicated his life to keeping the town and its community safe from the violence infiltrating the city, Tobias has a less than rosy outlook on keeping his place atop the food chain. Now while their story ended later when Gog took their lives when he declared war on self-named gods, adapting their story to form more of a criminal gang or empire for Jefferson to take down along with the Outsiders, including powerful villain Maxie Zeus, would be great to see unfold on the show. One villain who would represent a powerful threat to Jefferson on a more psychological level is Phobia. Although Tobias has the briefcase, he does not know how to use or control it. Additionally, her telepathic powers round out her impressive talents.
Jefferson Pierce is dead. Tobias Whale is on the precipice of achieving everything he has worked for.

DC originally commissioned Isabella to create its first black character following on from Isabella's successful work for Marvel Comics with Luke Cage. Young Justice: Outsiders.
