If trainers continue to progress The Teal Mask's story, they'll eventually have to climb up to Crystal Pool, but this area can be accessed whenever. The best way to catch Carbink is using a Quick Ball in the first turn of the fight. Otherwise, you can deal some damage to it and use an Ultra Ball or Dusk Ball for high catch rates.
