Espeon V has always been a chase card in Evolving Skies, for the same reasons as the other alt-art Eeveelutions. Unlike the other Eeveelutions, its Espeon VMAX swsh isn't available in Evolving Skies or in special collections—if you want to complete your alt-art collection, you'll need to crack some packs of Fusion Strike.
