Mostly based on my own personal experience utilizing them both near the start of the story and later in the game, albeit mostly fgo jp servant tier list former. To be clear, I don't hate any of the servants in the lower tiers yes, not even Stheno nor would I call the top ones here the best 4 stars in the game either.

Extremely powerful Servants whose general performance can compete even with higher rarity Servants. Far from being just a token character for story purposes, Mash is a highly reliable support Servant. As a Shielder, Mash has no class weaknesses while packing a skill set that provides plenty of defensive support, making her highly valuable for challenging battles. Her Noble Phantasm, with its powerful party defense buffs, has high uptime thanks to the massive NP generation buff on Shield of Rousing Resolution, and is also upgraded after a certain part of the story. In general, her skill set and NP make Mash one of the best in the business at improving the survivability of the entire party, or protecting a dedicated damage dealer.

His other two skills are quite decent but do not provide any synergy to his identity as a whole, with Natural Body being only a decent self-heal while Septem Colles has terrible uptime and duration even if it is a good effect.

Most problematically, her Rider class will naturally take away critical stars from the damage-dealers that need them more. Finally, he has a self DEF and NP Gain buff that last for 3 turns, which both improves his durability and helps him unleash his Noble Phantasm more quickly. Her farming ability with the use of a Kaleidoscope CE is good enough to work anywhere, but getting her Noble Phantasm ready again will take some time before her Rank Up. Still, her various demerits and difficulty using Galvanism optimally at NP1 hold her back a bit, but she's a stellar Quick Servant that will only see her performance become stronger and stronger as better Quick supports arrive. While Hundred Personas may not be as easy to use as her peers, her ability to spam her NP in Arts-based compositions makes her a darkhorse option against many tough Rider opponents. Furthermore, she is dependent on card draws to pull her singular Arts card to reach peak performance, which may not be particularly reliable in every quest attempt. Legend : Tier placement will move down at least 1 Tier in the future. While the Empress herself may not be a true powerhouse as of right now, she receives a much-needed upgrade to her Noble Phantasm in the future, bringing her closer to top tier Assassin options. His damage potential is nonexistent until his NP Upgrade and his buffs all fall off after one turn, which makes him mostly deadweight afterwards. Whether that is his extraordinarily poor NP Gain, his chance-based Critical potential, or the short duration of his attack buff, it does not truly line up properly. Carmilla is something of a rarity, being a strong release servant whose Rank-Up Quests bolster her already solid core performance. Still, Atalante Alter is not particularly well equipped for sustained offense all on her own. She has the rare ability to provide teamwide Guts consistently, which can be lifesaving in high difficulty content. Thus, what remains is a very fun, very capable Servant, yet one that doesn't see much outside of fun challenges and highlight videos showcasing his immense power.
