In Mass Effect , there is an optional assignment called Scan the Keepers that you can undertake that involves scanning all of the Keepers found in the Citadel. Each time you scan a Keeper you earn experience points and credits, so it's well worth doing. Additionally, completing this assignment will add a small reference in Mass Effect 2. This assignment can be started in one of two ways, speaking to Jaheed and beginning the Jaheed's Fears assignment will guide you to Chorban. Or, after your first meeting with the Citadel Council, one of your companions will point out a Salarian scanning a Keeper and this will prompt the conversation with Chorban instead. There are 20 Keepers to find in total. All of them are displayed on the maps below with white targets. Fast travel to the Presidium — Wards Access area and then go down the stairs behind you to get to this area. Fast travel to the Wards — Flux to reach this area. Or, take the central stairs going up in the Upper Wards if you haven't been there before. Take the stairs going down on the eastern side of the Upper Wards map to reach this area. Take the central southern elevator in the C-Sec Academy Atrium to reach this area. Once you have scanned all 20 the assignment will auto-complete.
Go to the Rapid Transit just past it, then look left to spot this Keeper in the corner. Turn right towards a set of stairs heading down.

There are multiple different ways that one can get Scan the Keepers, two of which are actually during the related Jahleed's Fears Assignment. This route provides the most efficient way to get all the Keepers with minimal backtracking. All the Keeper location sections on this page are accompanied by maps for ease of use, with the numbers matching up with the text below. Keeper 1 is the one Chorban was scanning, located in the small plaza between the staircases up to the Council Chamber and the rock garden overlooked by the Rapid Transit terminal. Keeper 2 is East-South-East of Keeper 1, on a balcony overlooking a water fountain. Keeper 3 is at the Southern-most point of the Citadel Tower. It'll be found in the back corner just West of where the Council stands during the Expose Saren hearings, next to a locked door. This choice also affects the outcome of your interactions with both Chorban and Jahleed.

There are 21 Keepers scattered throughout the Citadel; in the original game, you must find all 21, whereas in the Legendary Edition, only 20 is required. This isn't exactly a huge stack of resources, but it might come in handy. To get to Keeper 9 , from Keeper 8 head up the nearby stairs, then at the top make a left-hand U-Turn and run East, heading towards the Med Clinic. Here, go to the rail on your right to find this Keeper just past it. You can tell him that you killed Chorban and he will plead for his life. Enter the Embassies and take the stairs to the right and head towards to the Volus and Elcor Office. If you accept the mission, at some point in the mission you will run into Jahleed, Chorban's former business partner, at the C-Sec Offices.
