Fast travel to the Presidium — Wards Access area and then go down the stairs behind you to get to this area. Fast travel to the Wards — Flux to reach this area. Or, take the central stairs going up in the Upper Wards if you haven't been there before. Take the stairs going down on the eastern side of the Upper Wards map to reach this area. Take the central southern elevator in the C-Sec Academy Atrium to reach this area. Once you have scanned all 20 the assignment will auto-complete.

This route provides the most efficient way to get all the Keepers with minimal backtracking.
