Acquire the scales for him from the Rumare Slaughterfish in Lake Rumare , just north of that settlement. Talk to Aelwin and listen to him discuss how he lost a figurative fight to a bunch of fish. The Hero must ask how they can help in order for the quest to proceed. After Aelwin explains the situation he is in, the Hero then must head north into the lake and begin looking for the slaughterfish. In actuality, the fish can be found in the waters around Weye, not just to the north.

I've tried casting life detection, I've gone to the green arrow on the map. Despite all this, I can't find a single rumare slaughterfish. I've checked everywhere and I'm really low on options. Don't worry dude, it's not that useful, just a ring that makes you able to breath underwater, it think there is a 2 point athletic boost too, but that's no big deal. You can enchant a ring with water breathing, and I think you can enchant it with the lowest level soul gem too. It sucks you can't finish it, but at least it's not a huge epic quest with follow up quests. When talking to him, it is advisable to not select the option to laugh at him, since laughing will decrease his disposition towards you by 60 points and end the conversation. If you lower his disposition below 20, he will not even start a conversation with you; a Charm spell will be necessary to get his disposition over 20 and receive the quest. Follow the quest marker to find and kill each fish. It may be necessary to search the area around where the marker points because it is not always accurate. The Detect Life spell is useful for locating the fish.

Talk to Aelwin again and he will give you a unique ring called the Jewel of the Rumare , which is enchanted with Water Breathing and Fortify Athletics 4 points, a rather nice reward for such a simple task.
