I'm guessing it must have some type of pllymer in it to stop the blocks sucking it in like a sponge. I know there are always differeing opinions about how best to paint block walls and wether you need to use PVA or not. My neighbour has the same house and said she put 4 coats of emulsion on her blocks and they still only look half painted.
