The series was originally announced under the working title "Plugg" an early name for the character of Tubb. Hasbro licensed Rubbadubbers for producing a toy line to promote the series. Seven anthropomorphic, friendly British bath toys called the Rubbadubbers live a peaceful life in the bathroom of a house somewhere in England. The toys belong to two children who live at the house named Benjie and Sis however, they are never ever seen on-screen, not even their shadows , let alone heard. Whenever the children or anyone else are not present, the Rubbadubbers begin a fun activity.

Seven friendly little toys live in the bathroom, which is located in the town of Bathsville City. They all belong to two kids, Benjie and Sis, but as soon as the kids leave the house, a rubber frog, a wind-up shark, a robot and other toy bathroom inhabitants come to life. They have fun and interact, each time discovering something new and important. Terence is tired of being different from the others - he doesn't want to play splishy, splashy, sploshy games and nobody thinks his games are fun. Terence wishes he had someone to play with. When Lawrence suddenly appears, Terence is delighted to have a new best friend. While it appears that Lawrence is better at everything, Terence discovers he has a special talent all his own. Reg is trying to finish his puzzle but keeps getting interrupted by the Rubbadubbers' noisy games. When the puzzle gets broken in a game of "soap tug", Tubb pleads with Reg to join them. Instead, Reg wishes to be left alone. At first, Reg loves the quiet. He soon discovers that while being alone is nice, sometimes being with your friends is more fun. Reg is tired of standing guard for balls that fly out of the bath as the Rubbadubbers are playing an underwater ball game. He can't join in the fun.
