Skyrim full screen fix

I'm trying to play on a 32" TV on Skyrim, but I'm running into a problem. I'm getting a window around the game going around the entire screen.

It almost seems to behave like it actually is fullscreen but there's a border around the game like it's in windowed. It's bizarre and it happens only with Bethesda games. Tried Fallout New Vegas and the same thing happens!
