A vault can have multiple rare and legendary dwellers of the same name. All rare and legendary dweller cards are equally likely to be found in a lunchbox, regardless of whether any rare and legendary dwellers are already in the vault. Some legendary dwellers, such as Sarah Lyons, Three Dog and Preston Garvey, can be obtained by completing their respective quests from the overseer's office. Rare dwellers can also appear randomly at your Vault door though the chances of this happening are very low, rare dwellers usually do not carry weapons when you reveal their card, but if you buy the Vault-Tec Starter Pack , the two rare dwellers you get will have weapons.

As far as getting the legendary dwellers, it is entirely possible to have them show up at your vault door. The chances are incredibly slim, and hard numbers on chance are difficult to come by, but 3 merged radio rooms fully upgraded and staffed with high charisma dwellers will increase the odds.

So after putting god knows how much money on those fuking lunch boxes and only needing one more legendary dweller my game though it was a good idea on the achievement tracker to stop working I've got 21 legendary dwellers now and the achievement didn't pop can anyone recommend anything to get it fixed before I dicide to pump through the fuking window.
