Within 24 hours of the last race at Suffolk Downs, its operator laid out a vision for the future of racing and race wagering from one end of Massachusetts to the other -- and asked for changes in the law to make that vision a realistic possibility. Sterling Suffolk Racecourse, the company that operated the track at Suffolk Downs and will continue to operate its simulcast wagering center there, wants to hold up to 40 racing days at the Great Barrington Fairgrounds while still taking simulcasting wagers at Suffolk Downs, or possibly pairing race simulcasting with sports betting at the old Wonderland property in Revere. It's a plan the company first announced last May in partnership with two horsemen's groups. But in order to make that happen, Sterling Suffolk needs the Legislature to pass a bill S that would make some specific changes to the gaming laws and reshape the way racing and simulcast wagering are governed in Massachusetts, something the Legislature has been reluctant to do despite the support of the Massachusetts Gaming Commission. It was a grand day for the three Massachusetts casinos: On Jan. But the betting continued at Suffolk Downs, in a modest way, through simulcasting of races taking place in other states. This promise was cemented in the sports betting law the Legislature finally passed last summer after years of industry lobbying. Only two businesses qualified at the time: Raynham Park, the former greyhound track owned by the Carney family, and Sterling Suffolk. The law says the sports betting must happen in the same location as the simulcast bets. So Sterling Suffolk would likely relocate the simulcasting operation away from Suffolk Downs itself — which is being transformed into a massive, mixed-use neighborhood. Sterling Suffolk has long maintained that its simulcasting license could be moved to another location within Suffolk County — most likely somewhere in Boston or Revere. Then-chief operating officer Chip Tuttle told the state gaming commission in August the partnership was in talks with a number of national sportsbook companies, and also reviewing its real estate options.

Charlie Baker approved over the summer, may shed more light on how fast — or slow — Raynham Park and Suffolk Downs can stand up sports betting operations, according to a meeting agenda. The Gaming Commission has already approved a late-January launch for in-person betting at casinos and early March for mobile betting — though they left themselves plenty of room to alter that schedule. At least one applicant has made clear that any launch timeline is tied to inking a deal with an outside company to run their sports betting operations. Investment group HYM purchased the site of the former racetrack in and has since started to make headway on a massive housing and commercial development. Suffolk Downs is also going through a leadership change. The company announced last week that Michael Buckley will take over as chief operating officer of Sterling Suffolk Racecourse, which runs the simulcasting center at Suffolk Downs in East Boston, after Chip Tuttle stepped down.
