Still wracked with grief at the death of his colleague, River's mental fragility is further strained as he begins to suspect that the man he chased to his death was innocent. With his career and access to the Stevie case resting on the outcome of his psychiatric report, River must keep his unofficial investigations into Stevie's death to himself, creating tension with his new partner Ira. The investigation into Stevie's murder changes direction when CCTV footage shows her to be closely involved with an illegal immigrant who owned the car that was used in her murder; the police launch a manhunt to track him down.

While playing by the river near her house, young Silja discovers a disembodied arm. In an attempt to avoid getting involved, her parents leave an anonymous tip for the police. However, later that night Silja suddenly vanishes. Despite being warned not to, Thomas starts to investigate Silja's death, discovering a seemingly abandoned sawmill that holds some disturbing secrets. When a suspect is shot during an arrest before the police can question him, Thomas begins to question if the police force are under the authority of the military. When clues start to point towards Thomas' own family, people try to interfere with the investigation to prevent him from revealing the truth. After Thomas and Mia discover that the police and the armed forces are concealing a scandal from the Cold War, they flee to Russia to uncover the truth.
