They were kind of always meant to be gnomes. If they were dwarves then that would be due to some late changes to not reference gnomes. When did it actually change? Notably, I would say this is something the new classic games team did not change. You do realize the flying machines were flown by gnomes in Warcraft 2, right?

Just replaying the new Reforged campaign - where are the ballista and catapults? Yeah, every unit has Frozen Throne stats and models in the campaign, even the RoC campaigns. Grunts cost gold for example, not It happened back then Blizzard was super afraid of copyright. So in The Frozen Throne expansion they changed the skin and name of several units. Sadly they shut down RoC server so they do not want to include a battle system and copyright-scary units which not used in multiplayer anymore. One of the origins of it the accusation of Warcraft being too similar to Warhammer. They went overboard with it. Afraid of using a historical siege weapon name due to copyright. I just miss having those alternate models especially for map making. I think Steamtanks, Catapults, and Ballista are definitely different models. Wind Riders and Flying Machines are just renames? Look up the gyrocopter models. They are really goofy looking.

While a small batch of flying machines is unimpressive, they are particularly effective against medium aerial units such as Dragonhawk Riders , Gryphon Riders and Wind Riders when sufficiently massed. The Flying Machine can automatically detect invisible units, such as Shades and mines.

Flying Machines are good scouting units and the best anit-air unit for big air fights. If the amount of Flying Machines with Flak Cannons reaches a critical mass they are unbeatable by air units. Because of the immense strength of Flak Cannons the normal damage values of Flying Machines are almost irrelevant in big air fights, making armor upgrades more important. They are often used in masses to counter Undead heavy air armies. In low numbers they are used to counter Goblin Zeppelins or Faerie Dragons and to scout. Flak Cannons is one of the strongest upgrades in the game.
