Of the three Saiyans, it was heavily implied Vegeta was the most evil later implied to be due to Frieza's influence , and yet he's now Earth's second greatest protector. We know Nappa at least had some virtues despite what a brute he was. His first instinct when learning about the Dragon Balls was to revive Raditz, he had a soft spot for the Saibamen, and was horrified when Vegeta killed him, so he at least seems to believe in some form of camaraderie. Raditz didn't show any aspects of his personality aside from his cowardice and typical Saiyan ruthlessness, but Nappa wanted to bring him back so there must be something. What do you think?

Despite being a dirty bastard he actually seemed to genuinely care for his people as he gave Goku numerous chances to join him and didn't lay a finger on Gohan till he proved to be a potential threat.
