Southwest of Part 3 is a series of large white rocks in the Sandy Shores desert. This one is a bit of a pain - it's inside the underground train system, which can only be accessed via flood canals. Drive north along the road until you get to the bridge, then head down and swim towards the island. Lake Vinewood - On the top of the intake tower. You'll find this underneath one just off the road.
