Did you make sure you downloaded the right SoS version? That particuclar page doesn't have the greatest search function and will often direct you to oldrim versions. On the modpage it says the dll error can be due to mismatch between skse versions. SoS wants skse 2. However mine works fine with the newest skse. You can also try the light version of SoS which is fine for the most part and is easier to setup.
